Preventing Heat Hazards in High-Temperature Outdoor Work Is Now a Legal Duty for Employers

Under Article 324-6 of the Occupational Safety and Health Facilities Rules (Taiwan), employers whose workers perform outdoor work must take the necessary hazard prevention measures according to weather conditions to guard against heat illness caused by high temperatures. Failure to comply is punishable under the Occupational Safety and Health Act by a fine of NT$30,000 to NT$300,000.

The Occupational Safety and Health Administration (OSHA), Ministry of Labor has also issued the Heat Hazard Prevention Guidelines for High-Temperature Operations (3rd edition, amended June 20, 2025), which classify heat hazard risk into Levels 1 to 4. When the risk reaches Level 4, shading and cooling equipment must be installed, and shaded rest areas and sufficient drinking water must be provided.
